The Broadband Manager/Head Network Engineer position is in charge of directing all business and technical operations of the Dayton fiber broadband department (“DayNet”) and implementation of Dayton’s FTTx project. The Broadband Manager determines objectives and establishes operating procedures to create and maintain financial soundness and profitability while ensuring optimum service to subscribers.
In an efficient and professional manner, the Broadband Manager performs the functions as outlined below.
Essential Job Functions:
Manages and directs operations and activities of DayNet, to include hiring and managing employees, preparing reports, establishing budgets, comparing and analyzing options, reviewing and executing vendor contracts, maintaining public relations, marketing services, and managing assets.
Researches new and emerging technologies to further the goals of the organization. Evaluates new business and expansion opportunities and recommend new services to the City Manager.
Plans, directs, and oversees all lines of business.
Establishes and implements goals within guidelines established by the City Manager.
Ensures operations comply with applicable federal, state, and local regulations.
Represents the company with regulatory agencies, legislative bodies, and industry associations.
Promotes and maintains a safe working environment, observes all safety rules, and supports DayNet’s mission, core values, and vision in carrying out the responsibilities of the position.
Supports and keeps abreast of bylaws, guidelines, policies/procedures, and philosophies of the City of Dayton in an effort to effectively serve and support its subscribers.
Confers regularly with the City Manager to offer assistance as needed. Works closely with the City of Dayton personnel to ensure the overall success of DayNet.
Maintains great relations with vendors, contractors, subscribers, customers, and the general public in carrying out the responsibilities of this position. Works with consultants as required ensuring the success of the FTTx deployment and ongoing operations.
Performs other duties as assigned to fulfill the objectives of DayNet, the City of Dayton, and this position.
Oversees technical start-up operations for Internet and FTTx infrastructure.
Controls and plans daily work activities of outside plant technicians.
Establish day-to-day tactical planning for outside plant and back-office operations.
Maintains a safe and orderly workflow for daily assignments.
Coordinates subscriber work orders and service calls.
Reviews and interprets network alarms.
Identifies and plans action to properly clear network alarms.
Performs software upgrades to network elements.
Administers oversight of network contractors.
Meets with customers as required for sales support.
Designs and recommends solutions to customer needs.
Trains and directs operations personnel on network monitoring and maintenance.
Other Duties and Responsibilities:

Documents all projects and changes per DayNet guidelines.
Administers inventory control and purchasing.
Provides the City Manager with monthly departmental updates and progress reports.
Provides oversight and assists in preparing and staying within the annual budget.
Maintains and possesses a professional attitude and provides professional expertise as a member of the management team.
Performs operations for, and maintains compliance with, state, federal, and law enforcement requirements for broadband service providers.
Stays current on broadband and network product knowledge.
Must possess and demonstrate in-depth knowledge of business principles and practices required to manage an FTTx business; including but not limited to sales, operations, project management, customer service, communication, and process development.
Must also possess a strong background in network engineering in the FTTx industry and have previous experience as a lead fiber-optic network engineer and fiber network design.
Must possess operating and maintenance knowledge of FTTx operating processes and procedures with advanced knowledge of OSI layer 1-4 networking, Ethernet protocols, IP routing, SIP signaling, DWDM transport, In-depth knowledge of telecommunications safety rules, and regulations. Microsoft and Linux operating systems, server virtualization, and passive optical network design.
